Paul Signac was a Neo-Impressionist painter born in France on November 11, 1863.  He was one of the first Pointillist artists, working with Georges Seurat.

The Pointillist technique is one which, like it sounds, uses only the tip of a paintbrush, pen, marker, etc. to create a larger picture.  Many small dots are added to the picture, like pixels, together to form a larger image.  One must break down the colors of an object in the artwork in order to bring out the subtle variations which often go unnoticed, in order to effectively use the pointillism technique.  This allows for a pop of color which might not normally belong, but when present only in the smallest of dots here and there, is able to creep into the painting and make it exciting without being too loud.
